Joseph Advisory Services (JAS) manages a portfolio of early-stage technology investments across a variety of industry sectors. Additionally, JAS advises and oversees investments into venture funds. Occasionally, JAS engages in economic development advisory services. We take our name from the Biblical character, Joseph, who rose from slavehood to become Vizier under the Pharaoh and advised him through times of plenty and times of scarcity (Genesis 47: 20-31).
Ebetuel (Beto) Pallares holds a Ph.D. in International Business Strategy from the University of Texas at El Paso, in addition to an MBA. He received a B.A. in economics from Brandeis University. Born in Cd. Juarez, Chihuahua, Mexico and raised in El Paso, TX,, Beto began his career as a management consultant focused on the telecom industry. He’s also been a start-up entrepreneur, a telecom executive, and restauranteur, a nonprofit director, and a venture capitalist. Beto’s expertise is in seed and early stage venture investments, as well as venture fund creation. He currently makes investments on behalf of a family office, managing fund commitments and direct investments into private operating companies. Beto is managing director and co-founder of Cowork Oasis, a cowork space that aims to transform the entrepreneurial culture in the Borderplex region by incorporating best-in-class mentorship, tech tools and resources. He is actively seeking to back exceptional tech entrepreneurs, as well as start-ups that are using tech to address education, healthcare, financial and technical challenges. His investment sectors span IT, materials sciences and nanotechnology, education technology, AR/VR and fintech companies. Beto is a Kauffman Fellow and a Presidio Fellow and serves on the board of a nearly a dozen private companies, and on the board of the Latino Business Action Network (LBAN). He frequently lectures internationally on topics ranging from tech ecosystem development and start-up mentorship.
With decades of hands-on experience in various industries, including venture capital and startups in advanced materials, biotech, IT, nanotechnology and telecom, Beto seeks to aid startups to avoid past mistakes and maximize value.

Beto is the Bill and Sharon Sherrif Endowed Chair in Entrepreneurship, Department of Finance, College of Business, at New Mexico State University.
Brandon is currently double majoring in computer science and finance at UTSA. He has a passion for innovation and helping people achieve their goals. Brandon is a co-director of the Oasis Pre-accelerator and is an officer of Startup Grind U and Collegiate Entrepreneur Organization.
Carlos is currently an engineer leadership student at UTEP. He also manages operations at CoWork Oasis and co-directs their Oasis pre-accelerator. He is driven by the goal to transform the local community and bringing a greater tech presence to El Paso.
